Look! Proof!
Last night I cut out this piece along with the hood and today I cut out the arm pieces and hemmed them and this and started painting!
I'm still working on figuring out how to add the thick lining/loop she's got in the centre of this piece. I think I'll have to cut the shape out, add the bias tape, and then sew it back together. But, we'll see. ^^
Also going to add black lining. I saw a Tali hood with black lining and really liked that. I have more than enough black fabric for lining and may not have enough purple left to do so, so I like the idea of using black.
Anywho, just wanted to show I'm not all talk and bluster. XD I'm actually still slowly working on her.
The "pattern" used for this piece was part of a vest or shirt or something I wasn't using. Oh! No, it was part of a coat that I had cut the sleeves off of a long time ago and was left with this ragged vest. So, I cut up the ragged vest to make the "pattern" for the vesty part of Tali's shrug.

Oh, wow. A picture is much better than a bunch of words, I had no idea it was turning out this good! That coat's/vest's sacrifice will not be in vain. *Salutes*
